Many thanks for agreeing to give a talk at the SE2 Conference
on the contingency of an energy crash program. Enclosed is a copy
of the original prospectus for the conference. The conference had
to be scaled down from the prospectus, but the material discussing
the premises of the conference and the reasons for holding it are
still valid.
In discussing American response to such an emergency situation,
realism requires that we remember the revolution in American thinking
about what was possible that was brought about by the attack on
Pearl Harbor. Suppose that you have carte blanche to do what you
think will be most effective. While that probably isn't quite accurate,
it is probably closer than supposing just a small perturbation on
present practices.
